I think they should be able to apply. The rules will change from 2021/22, and overseas students will be able to apply for UKRI funding.

Then apply for citizenship today before tomorrow because it will facilitate several things after Brexit. There will be a lot of uncertainties for EU citizens living in the UK after Brexit even with permanent residence.

Yes I have considered that but since the majority of PhD studentships deadline are in January I won’t be able to receive the citizenship in time, but in the worst case scenario I will definetely apply

This is a bit off topic but have you considered applying for British citizenship? You do not have to renounce your EU citizenship under the current rules.

Actually I've just been told that EU students with settled and pre-settled status will be able to apply for PhD studentships in 2021-22 from the information centre of UK university, but thank you for your answer

Very good question. Nobody knows the post-Brexit funding situation but if you get awarded a PhD the funding will probably not be taken away after Brexit. Most universities state the nationality requirements on the PhD application and if it says EU accepted you will be fine. If you want to apply after Brexit, we have no idea what is happening.
