Can Merit apply for a fully-funded PhD programme?

Hi everyone, nice to meet you here. I am a recent MSc graduate and applying for the PhD position for 22 fall entry and 23 fall entry. However, I only got Merit (around 65/100). In my undergraduate, I graduated in first class, was awarded two scholarships, and had two publications. I have heard that a distinction is a must for a fully funded. In this case, is it possible for me to get funding?
