Change University during PhD period

Hi everyone,
I am a PhD student from Italy. I have completed my first year in my University in Italy, but now, due to personal reasons,I had the need to move in Slovakia ( Bratislava).
I live in Bratislava for almost 5 months, I had the permission from my University in Italy to continue to study even if I am not attending the University. This permission from them will expire soon I think because they are are "not happy" that I can work from a foreign country and they asked me to come back in Italy..
Since that I have no intention to come back to Italy, I am thinking about to continue PhD in University of Bratislava, complete my 2 years left with a new supervisor... Is it allow? Is it possible to change the University and continue more or less the topic that I was working for?

I really thank who can help me...

You need to speak to the two universities involved. It's possible, but it's up to them. You might have to change supervisors as well.
