One element of the work undertaken by practitioners in homelessness services might be described as ethical labour, understood as the activity of navigating ethically-charged work situations that call for the skilful exercise of moral judgement. The ethical labour undertaken by frontline workers on a day-to-day basis, the ethical dilemmas and challenges they face, and the ethical concepts and theories they deploy in making these decisions has been subject to very little attention in homelessness policy, practice and scholarship. This doctoral research might explore the role of frontline workers in (a range of) homelessness services as ethical labourers; the character traits and moral frameworks they draw upon in exercising this role, and the impacts of ethical labour on both worker and service users’ experiences and outcomes. It may also explore the role of organisational management and ethos, as well as policy and practice frameworks and wider socio-economic and housing market contexts, in shaping the nature, scope and impacts of ethical labour.
