Thailand has a strong track record in addressing the rational use of medicines including antibiotics. Policies to address antimicrobial use have been rejuvenated with increasing awareness of AMR in Thailand in the past decade, driven by antimicrobial use across human health, animal and crop farming sectors. A key challenge identified amongst global health actors is how to produce and implement multi-sectoral policies to address AMR. In Thailand, following the template provided by global organisations, a cross-sectoral strategic plan has been developed and approved by the Cabinet. This policy template brings ‘global forms’ (e.g. standard guidelines and measures, innovative technology and knowledge, economic rationalism and experts) to Thailand. This raises questions for the effective implementation of policies, including how global forms configure existent formations, including bureaucracy, citizenships and patient-practitioner relationships. This PhD project will follow and document ‘policy pipelines’ of AMR and antibiotic use in Thailand, conceived as the configurations which global forms enact on policy makers, practitioners and lay people. The methodological approach will draw on two disciplines – anthropology and history – to generate novel insights on policy pipelines. The research will take a ‘following’ approach across different times and spaces to understand the social lives of policies. The successful candidate will be enrolled in the ESRC UCL, Bloomsbury and East London Doctoral Training Programme which will provide additional training opportunities and local student cohort activities.
