Road safety is associated with target setting at policy making lever. Such targets are usually associated with statistical analysis of accident data. In addition around half of road deaths are vulnerable road users. The objective of this research is therefore to develop road safety performance indicators that would allow road safety professionals and policy makers to make decisions with respect to vulnerable road users such as pedestrians, bicyclists and motorcyclists. The development of these indicators will be based on methods that use adaptive optimisation techniques and data mining. The data to be used will come primarily from UK road safety databases. The research will seek to deliver • a methodology for the development of road safety performance indicators • road safety performance indicators derived from the analysis of actual data sets • a comparison between the proposed approach and existing methods of road safety policy target setting.
